If you could change one thing about the federal government to fix this, what would it be?

Good question. It is probably structural. If I could change one thing it would be increasing the power of the executive branch relative to the legislative branch. Then you can truly focus on voting in the most qualified leaders without relying on Congress to get things done

the executive branch has grown tremendously and has relatively unchecked power, but for the supreme court and impeachment imho, i don't think there is a federal government solution for income inequality, it's not one big problem it's many small ones https://www.presidency.ucsb.edu/statistics/data/executive-orders

It's def overdetermined but there's also likely several inputs that are having an outsized impact. I'd be interested to see how much the money printer + dollar as the reserve currency of the world impact this. I doubt it fixes the problem but if you told me it gets you half the way there i also wouldn't be surprised.
