Are FC Actions compatible with Frames v2?

I was trying to figure out how to get a cast action to open my frames v2 app and kept going in circles with Claude because it keeps confusing the frames v1 response format with frames v2 app.

we're building an AI context frame for casts. 
actions not being v2 compatible yet is making us wonder which stack to build on
