Here's the PR clarifying the scope for Pectra/Fusaka/Amsterdam: https://github.com/ethereum/EIPs/pull/8911 Pectra now includes: - Increase in validator MAX_EFFECTIVE_BALANCE - EIP-7702 (evolution of EIP-3074) - BLS 12-381 precompile (finally!) - EL-triggered validator exits - Instant validator deposits (no 2k block follow distance!) And other minor changes like storing block hashes in state, and changes to attestation and EL <> CL request formats.
