Can understand that binary-options are likely used for gambling but what about 0DTE or short-dated out-of-the-money options? 

Imo context matters, the same trade could be either a gamble, or a hedge depending on one's "portfolio".

Prediction markets are useful information sources. e.g. a prediction market that bets on movie performance will likely be more accurate than Rotten Tomatoes.
