A bunch to unpack here - particularly on how broad moderation should be handled from a protocol -> client -> channel level. Assuming the protocol remains agnostic, then, outside of broader client level actions (ex: shadow-bans) or filters, do channel mod's need to play 'whack a mole' to handle this behavior?
