Isn't the whole point of the allowances to spread the tips around by having more people find more people to tip?

Doesn't this just result in people deferring their tips to have somebody else distribute them?

its more of an engagement both sides to be equally tipped. the tipper get more tips he earns points and he in turn has more allocation to spread the love this is what i feel may be totally wrong
