It is indeed a form of fashion, because after all fashion is not about garments and has never been about them so I would definitely say that it is fashion

On the one hand, I’ve always felt like Ye is sexualizing her - Never liked the way he dressed her 

On the other hand, she wears what she feels, and if she believes that this is the best way for her to express herself so be it - I am not judging ( but at least she could have put on some underwear LMAO )
