What I'm missing is linking per-chain addresses to my ENS: A on L1, B on Base, C on Arbitrum, etc., and dapps making use of them.

I love this! Linking only one wallet to an ens name encourages to use only one wallet for everything. This is not safe, I'd strongly prefer a multi-wallet solution.
