Reset all points, tip allowances, and spam labels due to numerous false positives in the Warpcast spam label dataset. Hot-testing new ideas tomorrow.

not a fully-formed idea, but what if: 

- to get an Allowance over X $Degen, you need to have someone with a certain Open Rank Score 'Vouch' for you

Open Rank in this case = time in the trenches on FC, not so much where someone ranks

Blatant farming would get the Vouchee + Voucher banned. 

not a catch all, but I am trying to think how richboy get his Allo in this case ...

also, that same system could be positively used by Whales to delegate Tips to more creative-minded people for Distro.
