Congress has until Friday night to pass a government funding bill to avoid a shutdown.

Exactly, it's mostly just bullshit marketing that they use to push through spending bills that nobody has had time to read with as little negotiations as possible because OMG a shutdown is imminent if we don't pass this right now!!!
