How does this compare to multiplicity at the proposer level? I understand it would add a lot of overhead to consensus, but the benefits seem large.

Not sure what you mean by “at proposer level”? Many proposers making one block each, and one of them getting selected to propose the block?

Yup! I think the idea I heard was first submission or highest MEV amount of the group.

Right, there is parallel proposers by @domothy for instance, the issue (to me) is the subjectivity and latency of either “first-proposed” or “highest-MEV”, single leader can be more tractable then. The spirit of the ROP is to bound the leader’s agency in making their block
