The more I think about this if should only be a permissionless action, and nouns in Treasury should be available at a premium to a 30-day average of auction. The ability to choose your character should cost you more than the daily auction...

We lose the value of waiting for your correct noun at auction and FOMO is pointless if I can just scroll 600 nouns and pick what I like.

The DAO will be able to help decide on a configurable swap fee in v2, and it will even be configurable by token range. Also, yes you can pick what you like but you still need a noun to swap and right now the only source is the daily auction.
