Minimal POC for a contract that would custody all of the t-nouns and let anyone swap for a fee without having to create a proposal.

Tbh I don’t disagree with this — contract here is simply a free version of permissionless swaps to address complaints around having to vote on swaps

I have no stake in getting this deployed I’m not trying to ask for anything, just putting it out there
