For consumers - YES. I think they are/were a necessary condition to facilitate trust in v1 of the internet, prevent fraud, encourage amicable arbitration - all of which stimulated spend. For merchants - MAYBE. Lots of abuse of the system, contesting them is harder for small businesses, buuuut ppl spend more
