The economic efficiency of fractional reserve banking where you can create fake money won’t be beat. 

If you need to source 100% of the funds on-chain the opportunity cost is much higher and so they’ll want a higher yield.

I know everyone hates "algorithmic stable coins" but honestly I think that's the future of stable coins, especially if we can have a decent AI in charge of adjusting the parameters according to market conditions the way the Fed/US Treasury manage the dollar
