rounds

We're introducing cadence to rounds! Instead of creating a new round every week, you can now set up rounds once to run at a regular cadence (eg weekly). 

It's great way to perpetually incentivize activity in your community by *always* having rewards up for grabs — a forever open invite for new folks to participate.

didnt look like there was daily though, although I did actually just setup a pilot round with avg 0.01e per day for the next week. Live now at /noc for celebrating the daily noun
