Can try. There are quite a few channels that appear to be abandoned or are simply not allowing for any new applicants for whatever reason.
If blocked out tend to try to find channels that are related to the topic as a workaround. In this case can suggest /cryptoart 

Thinking that there should be some automatic rules for abandoned channels.
