Maybe one is counting number of visits and the other is counting number of distinct visitors

You can’t count distinct visitors… Italy is part of Schengen Agreement, we don’t check documents for people coming from EU. Neither at airports or by car at borders. Actually I think it’s very difficult to count tourists. You can just estimate them and everyone method is different.
