I 100% believe in the concept of a network state, but also believe that more likely than not it won't happen during my lifetime

What do you think are the bottlenecks that will stop it?

It's a combination of things, both technical and non-technical - 

Probably solved in the next 1-2 decades category:
1) blockchains fully ready (UX, security, scalability, social acceptance) 
2) DAO structures that work (we are in the right direction but most DAOs are still in toy mode)

Might take longer category:

 3) Digital identity > Nation-state identity 
4) increased mobility of young people and flattening out of nation-state culture (this will take the longest, the internet started this but it can take decades)

I guess the biggest issue is a culture of mobility and a social order forming around a new type of identity, and these things take decades
