Yes but it's slow and therefore it is not sufficient in terms of fast moving news. It requires consensus amongst those contributing, which isn't always achieved.

The algorithm is based on "agreement from users on different sides of the political spectrum." How is that not a form of consensus?

Does not require consensus , it has a very beautiful algo to extract correct notes on contentious topics. I recommend reading the Vitalik essay about it.
