It's becoming clear we need a higher bar for tipper eligibility. Too many tippers are bots or very low-quality users. 

I'm doing some research to determine the best way to address this, but requiring every tipper meet an OpenRank threshold is the likely the most straightforward solution. Feedback welcome.

I like this. at this point the bar doesnt need to be very high while price and incentives low, but expect bar to need to become higher as that changes. Age old problem of spam keeping costs just high enough to keep out bad faith actors.
