In multiple European cities now I see taxis being allowed to use the bus lane (while of course regular cars are not). What's the policy justification for this?

Taxis must not impede bus traffic, are required to have knowledge of light signs installed on those lanes and are not allowed to park or stop on the bus lane. Something which is impossible for regular cars to comply with I suppose, especially for those without local knowledge.
