Is it illegal to give away money to followers?

What if I said I would give 1 ETH to a randomly chosen follower this Friday? 

Screw it, let's do it. I'm gonna give someone 1 ETH on Friday.

Ok, this went a little crazy. Woke up to 1000+ notifications. 

I love hearing everyone’s story. The good and the bad. So many people doing good in the world and we all have our struggles. 

How should I decide or pick who to give the money to? 

I want it to be fair, and meaningful to someone.

In this space no matter which way you decide someone will complain... sad but true

How do you shake out the grifters who make up the sobbiest stories that play on your emotions?
