I 100% agree with @kbc on hiring juniors and training them! It takes time, patience and effort plus you can’t stop them from moving out to be someone’s else CMO! 
Marketing agencies have talents and expertise to execute but again they need to be managed. 
I would suggest having a sr marketing manager/head + agency to support on specific areas i.e pr, social media.
