I wonder what UN votes would look like if they were secret ballot. Each country chooses their representative, but from that point on it's up to each representative and their own conscience.

Secret ballots are designed to make paying for votes pointless. If you could see how people voted you could pay them if they voted for your candidate

When secret you have no way of knowing if they did or not

I mean but that happens already. China invested heavily in greek ports, and big surprise, then blocked human rights violations from being leveled against China in the UN. 

Could argue this happens BECAUSE vote is public.

i’m not sure that uncertainty has ever been a foolproof way to stop bribery.

yes, it’s an uncertain payoff.

but when the stakes are high, the uncertain benefit is still there.
