What's the best tool for creating dev docs?

https://vocs.dev is lightweight and works well for lots of written content

https://scalar.com is great for API-heavy docs

neither are the most customizable but i dont think docs need to optimize for that

+1 to these, also a big fan of fumadocs.vercel.app (there are a few micro-frameworks like this that are optimized for building mdx heavy docs in nextjs repos)
