First one tipping receives 10% of all next tips scaled in some way by % tipped from your allowance and total amount tipped

Example

I have 1000 degen allowance

I discover a good content

I tip first 500 $degen

All next tips count 100K degen

I receive:

10% * 50% * 100K = 5000 degen
