Regulators in the US tended to regulate everything in the globe just because of the size of the American economy. 

Now, they can’t just regulate half of the world’s GDP, which is formed by BRICS

That means that no matter what happens in the US, innovation will happen

The problem with BRICS, especially China and Russia, is that they are not exactly countries innovating in anything. Innovation needs scientific progress and science needs critical thinking and freedom of press. China and Russia can optimise their production by whipping their citizens, more but hardly innovate.
