On both sides of the equation- companies pay so much for their employees healthcare, it's a huge burden that small businesses struggle with... but also lots of people can't risk being under health insurance plans that small businesses can negotiate.

In Australia/UK/Canada, etc this barrier to small business doesn't exist.
