For lore it could be that guessing the ‘price’ of fire is defenders loading their cannons with fire cannonballs faster/slower than attackers manage to smoke them out with a fire or something

For going negative not sure about that as could ruin your village, but if you don’t pay the king, maybe after X amount of time someone not in the castle can pay to take your place?

Also could there be court positions like martial, septon/priest/maester, chancellor, steward - only 4/10 or something and for example martial fire guess would be weighted more heavily

As in only court positions for 4/10, then as you said 7/10 get paid
