Extraction of resources is scarcity/demand driven. Terraforming should perform, at scale, a rebalancing of scarcity and demand maintaining harmony through all affected communities.

Terraforming as in interplanetary colonization has always an element of resource extraction, first enough for survival then at scale. Terraforming as a set of actions to rebalance scarcity and demand of resources must prove its ground, all-in, in a small setting.
