The most successful projects I was in at Google were the ones where the team was able to own the agenda and drive to completion. The managers mainly just got out of the way and helped unblock things. This was more common in my first few years at Google. Later when things became more top down, usually driven by PMs is when productivity and quality dropped.

at what point has the shift happened? What made the leadership value PMs more? Autonomy and independence are cornerstones of highly skilled teams.
