I mean almost all the abstentions were just nouncil's 36. State of the nation is you need nouncil's blessing more or less to pass. Even an abstention isn't good enough.

More and more interested in ways to bring nouncil + other voting groups on chain. The easiest thing I can think of is vaulting nouns, spinning up a proxy for each noun in the vault (so it has its own voting power) keeping track of who owns what, then letting you split votes by voting with each of the individual tokens.

This has undesirable properties though — nouncils 36 votes would be not 1 vote of 36 but 36 individual votes. 

How do VWRs work out here? Does the same VWR get spammed 36 times?
