Both countries are busy in statecraft. India is in a much better position where Pakistan is faced with major internal issues. But this whole terrorism discussion is moot point because we can go in circles over this argument. India just like Pakistan has many skeletons in their closets.

let’s be real neither pakistan nor india can afford an all out war right now.  india will do everything it can to avoid escalation by securing borders, doing surgical strikes and deniable special operations while trying to maximize political sympathy globally. still in my view the real strategy will be economic, aligning with western and maybe china? powers to dismantle what little economic stability pakistan has left and possibly remove all the state sponsored terrorism.
