The national institutions in the United States, Europe, and other countries have been complaining that Telegram does not give them enough control, such as the power to shut down channels and open public accounts like Facebook does at any time. ​‎͏ 
Due to some shortcomings in Telegram's service design, the government knows what it can do, but Telegram seems to have made some efforts to resist these demands.
Durov was taken to France and quickly imprisoned, but a few days later he was released on bail and immediately Telegram modified its service terms.
