Agree that the form of the limit (whether it is should be time, amount or maybe even combination of both) need to be figured out very carefully.

Seconded. But now we need to figure out what to do once the limit is hit.

Recommend limiting people's time, not amount. ie, no more than three week rollover. Then see what kinda excess there still is (better, worse?) and iterate further.
