yeh i think its a shame if a proposer and/or recipient would make a promise and then not deliver such a thing. although this particular claim reads as a vague prediction of an outcome, rather than a promise to do anything (and doesn't seem from reading it like it was necceasrily a declaration from the recipients). that said, regardless, i am currently convinced it would be a lose-lose to pressure any noun recipients to return them. it already feels a bit petty to even be debating it, and if it occured, it would make it feel like less of a club i would want to be part of. (again, if the proposal was to "use a Noun to do X" explicitly, as opposed to an award or gratitude distribution, that might be a different story) imo any focus around this theme should be on funds not spent on proposals, and left lingering etc. i think theyre absolutely fair game for social pressure / expectations.
