Currently doing agent modeling to fine-tune the allowance distribution so the most active tippers get the most value over the long term.

What are the criteria for getting an allowance? Is it necessary to have a power badge

The current plan is to initially limit it to the top 50 holders but gradually lower that threshold until it reaches everyone holding at least 10k.
