Can you store private data on-chain? Meaning only a certain account can access the data which is not open-source. Specifically interested whether ZK proofs could be used for that purpose

ZKPs are just verifiable computation, so you prove something was computed correctly. What you want is homomorphic encryption. Post-quantum lattice based is fully homomorphic, but the key sizes are too big for the EVM. You try the El Gamal partially homomorphic construction.

Agree. FHE is what you're looking for. Look at sunscreen or zama network to play around.
