Yes. I think it also has to do with one's exposure to the world and diversity of aesthetics. Those with broader experience + more opportunities are able to hone their taste in a way that others are not. I think developing taste also requires leisure, to some extent, plus curiosity + willingness to learn & discover.

Yeah, I agree, interest/curiosisity is an important aspect. If one is interested in cultivating one´s taste at all.
