Idk the exact criteria but I think it assumes: you've at least interacted with some people this past week and there's some USDC in your warplet

it’s not intuitive if you don’t see the prompt/notification 

@woj.eth any plans to make this more accessible? if people miss the notification then it’s impossible to do the tip feature
