I think the quorum adjusts down soon! @el4d should the quorum adjust down sooner (once the fork period begins rather than after it ends)?

Quorum should already be adjusted down. And it does adjust down as soon as the forking period begins. I do believe there's a subgraph but related to this that @krel's team is fixing soon, maybe that's causing confusion?
