I think the answer is a diminishing scale depending on how far removed we are from 9/11

I was still in the military at the time and recall freaking out the first time I saw a commercial flight near our base because I didn't know they'd opened that airspace and was afraid it would get shot down by air defense units

People at airports were probably similarly gunshy for a while
