The Russian govt has an expansionist mindset (restoring what it views as its lost empire) and is using a jumbled mix of heresies like the lies in this book to justify its actions to the domestic audience 

(They don't care what the Western audience thinks of these false arguments)

I'm not convinced that Russia cares about justifying its actions in any way being creating easy fallacies for the domestic Russian audience to accept

So, I think this is purely the lies that it tells the domestic Russian audience so they know the party line to parrot

I mean, it seems more like a seed of propaganda aimed at non-European audience. You can easily believe that if you don’t even know where Lithuania is.
