I would say there's no binary answer to that question.

Are they "here"  in the sense that their posts influence thought? Yes - but I would ask if their number is significant in proportion to total number of influential "native" accounts.

I'd be more interested in the questions of "are they 'here' consensually?" - "where does their content appear?" - "how are they compensated? (what's the value proposition from their perspective?"
