what conclusions or hypotheses do you see when you look at this chart?

Just looking at the chart I can say they are excluding that other countries have groups too. And to this be fair they need to compare groups to groups and not groups to countries who have different groups that can make it lower or higher 

But I understand, they are trying to tell a history, but ... Yeah
