"The Winter Palace of Nosratullah Khan Sardar Amjad" is one of the most important government buildings in Gilan. Sardar Amjad, who was the ruler of Kargan-rud, Talesh from the middle of the Naser al-Din Shah Qajar era until the Constitutional Revolution, had great power and influence in the Talesh region and decided to build this building to show his power and provide a suitable place to receive the Qajar nobles and courtiers.
According to local sources, the construction and completion of this building took 25 years. The stones used in the building were brought to this place from the summer heights of Talesh and many workers worked on the construction of this building daily.
