One idea. How about instead of paying for the storage, the new users have to buy in $2-3 to get started? Whatever amount they pay to get started shows up in their wallet automatically!!

Nothing, yet. But if spamming becomes a huge problem, they might get a warning and they might have to "stake" their funds to participate. If they keep spamming, their funds might get slashed. Alternatively, everyone starts with 50% of their staked already, and gets their funds unstaked after 6 months. I'm sure an easy to use mechanism can be created here.

Specifically, you sign up, get paid the money in your wallet, withdraw immediately and start spamming. Now you’ve paid a spammer to spam. Assume there are millions of spammers ready to sign up for free and effectively infinite spammers ready to sign up to get paid.

That scenario would be a disaster. I'm not referring to that. Let me retry. When the user sign up, they pay $2 fees to sign up. So far that fee is labeled as storage fees, but what if that's a deposit fee. The deposit fee of $2 shows up in the user wallet which can be used to try the apps on FC. Yes, the same $2 can be withdrawn immediately to create a new account, but I'd like to see that as a pattern before creating a system to avoid it.
