One idea. 

How about instead of paying for the storage, the new users have to buy in $2-3 to get started? 

Whatever amount they pay to get started shows up in their wallet automatically!!

Nothing, yet. 

But if spamming becomes a huge problem, they might get a warning and they might have to "stake" their funds to participate. 

If they keep spamming, their funds might get slashed.

Alternatively, everyone starts with 50% of their staked already, and gets their funds unstaked after 6 months. 

I'm sure an easy to use mechanism can be created here.
