Dunno but one reason could be that more people today are willing to declare their support for him publicly and to pollsters. In 2016 they were embarrassed to do so, and his level of support was only revealed on election day

I don't think it necessarily has to do with trump fulfilling promises he's made, but more about the inadequacy that the left doesn't fulfill promises it makes, gaslights the American public that everything is fine, people on the left aren't willing to take the risk to stand up for what they individually and realistically believe in. I think the public is tired of group-think. I grew up in the middle of nowhere and the #1 thing people care about is gas prices, rent, and groceries. That has gone entirely downhill since Biden has went into office. Albeit in a free market we can't blame biden for the price of goods, however the average American votes based on their feelings and sentiment rather than using logic.
